Who pays if Bertha goes over budget? Lawmakers can’t agree.

With Bertha the tunnel boring machine stuck under Seattle, state lawmakers are already debating who should pay if there should be any cost overruns on the viaduct replacement project.  From the moment lawmakers originally authorized the project, there has been disagreement over who’s on the hook if the project goes over budget.  At the annual Associated Press legislative forum, legislators and the governor sound off on whether it’s the contractor, the state or the City of Seattle that may end up with the bill if Bertha gets too expensive.
