Olympia forecast? High chance of gridlock

  • The governor’s State of the State speech is dominated by his proposal to create a carbon pollution charge.
  • Gov. Jay Inslee does not mention the State Supreme Court ruling holding the legislature in contempt of court over education funding, choosing instead to frame the education and transportation funding debate through his carbon pollution proposal.
  • Add to the drama this first week:  The Republican-controlled State Senate adopts a rule requiring a two-thirds vote to consider a new tax; Democrats help elect Republican State Senator Pam Roach as President Pro Tem.
